Chelsea Pullano is a seasoned financial executive and entrepreneur with a proven track record of leadership across public and private companies. As Co-Founder and CEO of MACK Financial Solutions, she specializes in executive level accounting and finance, providing clients with strategic guidance in financial planning, investor readiness, and capital structuring.

With deep expertise in technical accounting, regulatory compliance, and M&A execution, Chelsea has led initiatives ranging from SEC reporting to multi-million-dollar public offerings and acquisitions. She brings a sharp focus to financial systems design, risk management, and operational improvement empowering clients to make data-driven decisions that support sustainable growth.

Chelsea has experience as CFO of Nasdaq listed companies, where she has built finance departments from the ground up and successfully led companies through initial listings. She currently also oversees a growing retail business, applying her financial acumen to optimize operations and drive profitability.

Mr. Winfrey is a fintech and wireless industry pioneer with over 25 years of experience. He founded ECS Prepaid and has led multiple high-growth businesses in prepaid and financial services. Since joining SurgePays through its 2019 acquisition of ECS Prepaid, he has helped transform the Company’s go-to-market strategy, scale its ISO channel, and prepare LinkUp Mobile for direct market launch with AT&T. In his role as President of Sales and Operations, he oversees the expansion of SurgePays’ sales organization, federal Lifeline programs, and international sales center operations, driving execution, scale, and shareholder value.

Mr. Garner is a seasoned operations executive with nearly 30 years of experience in the wireless and financial technology industries. He has held leadership roles at ECS Prepaid and SurgePays. Since joining SurgePays in 2019, he has overseen platform integrations, prepaid wireless campaigns, and the launch of LinkUp Mobile, helping expand the Company’s ecosystem and strengthen growth across multiple revenue channels.

Mr. Gies is a senior sales, business development, and operations executive with more than 25 years of experience in the telecom, fintech, and prepaid industries. He has held leadership positions at AT&T Wireless, Wave Crest Payment Services, telSPACE, and Honeywell Voice Solutions. Since joining SurgePays in 2022, he has led the expansion of the Company’s fintech and prepaid channels with a focus on ACP and Lifeline enrollment, driving growth in both customer reach and shareholder value.

Ms. Seyler is a seasoned technology executive with more than 15 years of experience in fintech and telecommunications sales. She has held leadership roles across business development, account management, and product management. Since joining SurgePays in 2024, she has spearheaded new market development, strategic partnerships, and the launch of LinkUp Mobile. She manages a multimillion-dollar book of business and is focused on driving growth that delivers long-term shareholder value.

Mr. May has been a banking professional since 1994 and has established himself as one of the leading convenience store and convenience store wholesaler financiers in the Mid-South through his cultivation of personal relationships. He has been Senior Vice-President of Commercial Banking since 2007 with Landmark Community Bank, a billion-dollar Memphis-based commercial bank, and a bank officer for both community banks and large regional banks over his 27-year banking career.

Mr. Keys began his career with Deloitte serving in the audit group. David was the Executive Vice President, CFO, and member of the executive committee of the Board of Directors of American Pacific, a chemical company that was publicly traded on the NASDAQ for many years. He has served various boards, including Wells Fargo Bank of Nevada. Mr. Keys is a Certified Public Accountant (CPA), Certified Valuation Analyst (CVA), Certified Management Accountant (CMA), Chartered Global Management Accountant (CGMA), Certified Information Technology Professional (CITP), and Certified in Financial Forensics (CFF).

Ms. Laurie Weisberg joins SurgePays' Board with over 30 years of experience in digital technology, data, and marketing services senior management. Previously, she had been involved in several companies across the technology industry, holding positions including Chief Executive Officer, Chief Sales Officer, Chief Revenue Officer, and board member. From July 2020 through September 2022, Ms. Weisberg was the Chief Executive Officer for Creatd, Inc., a technology and creator services company. From February 2019 to Jul 2020, she was Chief Sales Officer for Intent, Inc., a company involved in data and digital media advertising. From January 2018 to February 2019, she was Chief Revenue Officer of Thrive Inc., a technology company founded by Arianna Huffington that focused on a new technology platform for health and wellness in the workplace. Before that role, Ms. Weisberg spent six years at Oracle from October 2010 to October 2017, leading commercial for their new data business unit that acquired her previous company for a 31X ROI for private investors. Ms. Weisberg is also the Chief Commercial Officer of Whalar inc, a creator commerce company helping creators, social platforms, and brands drive growth. As part of Creatd, Ms. Weisberg served on the Board as director.
